

Struggling readers have become the focus of the Department of Education. Their goal is to close the achievement gap created by those who have difficulty reading and writing. Legislative initiatives such as NCLB provide local education agencies the funding necessary to assist in reading initiatives. Programs like Reading First put the emphasis on teaching children in primary schools to read, so that they are prepared to move to secondary education with a foundation for learning.
To receive this funding, accountability and assessment must be part of the plan of action. Teachers are accountable for their students passing state mandated tests in order for their schools to meet their Adequate Yearly Progress (AYP) goals. The stakes are high. Failure to make AYP may result in corrective action or in school restructuring.
